Below are forms you may need to complete for contacting the Office of Trade Compliance (OTC) and/or for documenting your exports.
 
 

Purchasing Services

Effective July 14, 2014, in order to fully comply with U.S Export Regulations, University departments must obtain from the supplier the U.S. Export Controls classification of each good being procured and having a value greater than $5000 (or greater than $100,000 for Delegated Purchasing Units). The Office of Trade Compliance has created the Product Classification Certification form, which you can provide to the supplier, to help you obtain the Export Controls classification. University departments must include Export Controls classification information and other required supporting documentation with a requisition to the Purchasing Services department for purchase order creation.
 
 

International Shipments

All Shipments must be processed through the University's Pro Ship system.  Please contact Express Mail for details.

Export Classification Certification
The best way to obtain the Export classification of a commercially available product is to contact its manufacturer, producer or developer (preferably by email). The Office of Trade Compliance has created the Export Classification Certification form, which you can provide when contacting the manufacturer, producer or developer of the items, in order to help you obtain the export classification from them. 
 
 

International Travels

When traveling outside of the United States, you can ask the Office of Trade Compliance to review your trip by filling-out this form.
 
The license exception TMP (EAR 740.9) authorizes temporary export/reexport of institution-owned items that will return to the United States within one year of when they leave. The items must remain under the effective control. If you are eligible to travel under this exemption, you may want to complete this form and email it to the Office of Trade Compliance. 
Note: Completion of the TMP form is not mandatory. The TMP license exception is available to U.S. persons (e.g., University of Pittsburgh) or their employees (e.g., all University of Pittsburgh legal employees regardless of citizenship status) without documents being required. The TMP form was created to help you demonstrate to a Custom Officer that you are aware of and have thought through the regulations. Therefore, we recommend this form be completed for "unusual" items only (research items) that are more likely to draw attention from Customs Officials than basic electronic devices (such as laptops, cell phones, and tablets).
